Clallam County ARES Packet & PACTOR Systems

Packet

Packet vs. PACTOR

Read the Wikipedia definitions of what Packet and PACTOR are. These two are differentiated by the ham radio frequencies and hardware used: Packet uses VHF and PACTOR uses HF frequencies. The TNCs are also different, but the computer software is the same.

Packet and PACTOR radio are a particular digital mode of Amateur ("Ham") Radio communications which can be likened to the old computer telecommunications model:

  • The telephone modem or broadband Internet connection box is replaced by a "magic" box called a terminal node controller (TNC)
  • The telephone is replaced by an amateur radio transceiver, and
  • The phone system or Internet is replaced by the "free" amateur radio waves
  • The computer software is used to control all of these

Packet radio takes any data stream sent from a computer and sends that via VHF radio to another amateur radio station similarly equipped. Packet radio is so named because it sends the data in small bursts, or packets.

Winlink

Winlink simply allows a standard email to be sent. This requires no special equipment on the other end of the link to receive that email. There is no reason to contact a station directly, because email can be sent into the system anywhere. Winlink relay stations in Washington and Canada and all over the world will get the email to the destination.

If you are interested in getting started transmitting digital information (emails) over ham radio, here is a helpful list, "What do I need to get on WINLINK / Packet / Winlink Express?" - however this list fails to mention a computer to run Winlink Express and the cables to connect everything.

Winlink Express

The current Winlink client, Winlink Express, (formerly RMS Express) supports both various Packet and PACTOR options as well as the WINMOR soundcard mode. There are newer options coming but these work fine now. There is also a forms template feature built into the current versions of Winlink Express. This allows sending forms separately from data but still provides readable data if the form is unavailable. It is recommended to get the latest release of Winlink Express to get full functionality.

Information on Winlink Express HTML Message Templates are available below.
The two most common forms for Washington State will be the ICS-213 and ISNAP forms below.

Information on the Winlink Express Templates

In order for our Winlink Express messages to conform to the Washington State Emergency Management Division requirements, the Clallam County ARES organization is using ICS templates to create standard formatted and easily printable messages.

The ICS templates are now included in the Winlink Express software, starting with release 1.4.3.0.

View this brief presentation - this will help you understand this process.
All ARES Packet and Pactor stations are now required to use these message templates.
